The rules for conducting aircraft accident investigations in the U.S. and Canada allow designated organizations such as ALPA to participate in most investigations. ALPA’s participation includes efforts to gather and analyze the facts of the accident. After facts are gathered, ALPA will typically create a document containing our analysis of the facts, which is submitted to the national investigative authority. An “ALPA Submission” is a formal document, produced by the collaborative efforts of the Safety Committee and the Engineering and Air Safety Department staff, which contains ALPA’s views of the facts surrounding an accident, the factors that contributed directly or indirectly to the accident, and recommended safety improvements to prevent similar accidents in the future.
